Trump recently convened executives from the digital asset and fintech industries at the White House, urging Congress to pass the CLARITY Act as soon as possible. Representatives from Coinbase, Gemini, Kraken, Robinhood, and Chainlink Labs attended the meeting, along with the heads of the SEC and CFTC. Trump believes that establishing a clear legal framework for digital assets will help the United States maintain its technological competitiveness. After the meeting, he continued discussions with several executives on advancing the legislation and future regulatory arrangements.
The core objective of the CLARITY Act is to address the long-standing uncertainty surrounding regulatory boundaries in the U.S. digital asset market, including determining which tokens should be classified as securities or commodities and defining the respective responsibilities of the SEC and CFTC. In the past, companies often had to rely on regulatory interpretations, enforcement cases, and court rulings to determine compliance requirements, increasing both operating costs and legal risks. The industry hopes federal legislation will establish stable rules and provide clearer guidance for token issuance, trading, financing, and related financial services.
Some Democratic and Republican lawmakers have called for tighter restrictions on government officials holding or participating in digital asset projects. The Trump family's business ties to World Liberty Financial and meme coin projects have also become a source of controversy. Trump has stated that he is not involved in the day-to-day operations of his family businesses, while the White House has denied that policy decisions are influenced by private commercial interests. However, the controversy continues to complicate bipartisan negotiations.
The SEC this week proposed new digital asset rules that would exempt certain digital asset offerings from securities registration requirements under specified conditions, providing companies with a clearer compliance path for token issuance and fundraising. The CFTC is also strengthening its engagement with the industry, with its innovation advisory committee covering trading platforms, custodians, asset managers, prediction markets, and other areas. The U.S. regulatory approach is gradually shifting from enforcement after the fact toward establishing clearer rules in advance.
The crypto industry is also stepping up its efforts to advance legislation. Major companies and industry organizations have already committed substantial resources to federal policy engagement this year, hoping to complete market structure legislation during the current congressional cycle. For businesses, clearer rules are not only important for the operational stability of crypto companies but will also influence how quickly banks, asset managers, and payment companies enter the digital asset market. The clearer the regulatory boundaries become, the easier it will be for traditional financial institutions to manage compliance risks and institutional costs.
With the November midterm elections approaching, the window for Congress to advance the legislation is narrowing. If the CLARITY Act is successfully passed, the U.S. digital asset industry could enter a more institutionalized stage of development, with trading, custody, stablecoins, token financing, and other activities gaining a more stable legal foundation. If legislation continues to be delayed, administrative rules introduced by the SEC and CFTC may ease some uncertainty, but they are unlikely to fully substitute for congressional legislation.
