Unavailable withdrawal

I applied for the withdrawal on the afternoon of July 4, which should be received within 5 to 10 workdays, it yet to be received as of August 5. During that month, no service replied to me. Later, I was noticed that the system was under maintenance and the request had been submitted to the bank. But why it is still unavailable? My friend also encountered with the same situation. I was afflicted, hoping it be solved soon...
