The withdrawal can’t arrive. It has been half a month

A friend of me withdrew on 21st and the withdrawal hasn’t been to his account for half a month. I withdrew on 28th, and hasn’t received the withdrawal too. The customer manager said it can arrive but the government limited their payment. There was a limit so we should wait to withdraw. However, the withdrawal has been to my account within three trading days before. I’m panicky now.
