The Financial Services Agency (FSA) oversees all financial services providers, including Forex brokers, in Japan. The ultimate aim of Japan's FSA is to maintain the country’s financial system and ensure its stability. It is also responsible for protecting security investors, insurance policyholders, and depositors. It achieves its aims in a number of different ways including planning and policy making, supervising financial services providers, overseeing securities transactions, and inspecting financial institutions in the private sector. When the FSA was first created it was merely an administrative body. However, its responsibilities were widened in 2001 when it became the external representative of the Cabinet Office of Japan. It took over the responsibilities of the Financial Reconstruction Committee, and also took over responsibility for failed financial institutions.Today, the FSA Japan is held accountable to the Japanese Minister of Finance and enjoys a wide scope of responsibility.

헤세이 16년 6월 25일 금융청 마넥스 증권 주식회사에 대한 행정 처분에 대해서 1. 마넥스 증권에 대한 증권 거래 등 감시위원회에 의한 검사의 결과, 이하와 같은 법령 위반 행위가 인정되었다고 하여, 행정 처분을 요구하는 권고가 행해졌다(2006년 6월 17일자 새로운 윈도우로 열립니다) . ○ 스푸핑이 의심되는 거래에 대해 본인 확인을 하지 않는 행위 당해 주문의 발주자가 거래의 명의인이 되는 의혹이 있음에도 불구하고 본인확인을 하지 않은 채 해당 주문을 수탁, 집행했다. 상기 행위는, 금융기관 등에 의한 고객 등의 본인 확인 등에 관한 법률 시행령 제3조 제1항 제29호에 규정하는 「거래의 상대방이 거래의 명의인 또는 대표자 등이 되는 것 의심이 있다 경우에 있어서의 해당 거래'를 실시할 때에, 본인확인을 실시하지 않는 행위에 해당하고, 금융기관 등에 의한 고객 등의 본인확인 등에 관한 법률 제3조 제1항에 위반한다고 인정된다. 2. 이상으로부터, 오늘, 마넥스 증권 주식회사에 대하여, 금융기관 등에 의한 고객 등의 본인 확인 등에 관한 법률 제9조의 규정에 근거하는, 이하의 행정 처분을 실시했다. (1) 시정 명령 ○ 해당 위반 행위의 시정 ○ 책임의 소재의 명확화 ○ 임직원의 법령 준수 의식의 철저 ○ 본인 확인의 철저를 포함한 고객 관리 체제의 구축과 그 실효성의 확보 (2) 상기 ( 1)에 대해서, 그 대응 상황을 헤세이 16년 7월 23일까지 보고하는 것과 동시에, 향후 1년간, 의심 계좌의 추출과 그에 대한 조치의 이행 상황에 대해서 3개월마다 보고하는 것.
