Forcing a 30% upfront deposit

SVMARKES requested a withdrawal of $40,000 on March 4th, and $40,000 was withdrawn from SVMARKES account on the afternoon of the 4th. However, the withdrawal amount was not deposited in my account, so I asked the person in charge to deposit it. The person in charge requested 30% of the transaction information fee in advance. When I refused, I filled $40,000 back into SVMARKES account on March 7th.According to the person in charge, 30% of the total amount of the account should be deposited with the full withdrawal, but it is because of the anti-money laundering law.
