It rejected withdrawal on the name of charity

I withdrew twice ($110) but failed due to many reasons. Finally it was said that the broker signed the contract that it required 30% to devote it into the charity. And the 30% of the investment should not be deducted from the balance. I had to pay another 30% before withdrawal.
